This is a thread for discussion about what the Eireneans will look like and what direction to take the Eirenean project.
The aim is to take a diplomatically liberal and fairly peaceful people and look to how we can apply them as the Human's first alien contact. They are to be fairly well established, thoughtful and also technologically advanced.
For their Republic, it should not be species specific. It always troubles me how racist a lot of Sci-fi makes government. The area controlled by the more established government of the Eireneans should be multi-racial and to the point where there should be representation and involvement in the Eirenean legislature and army of other species from across the globe.

So, have you decided on things like their legislative process? Their precepts etc?

Yes. I'm using political theory which I was working on and applying to the real world (of nationless states).
The theory is that because they are less war-like, and more diplomatic, there is less need for states to conscript soldiers in order to preserve themselves and thus citizenship is not based on where you are born but whichever circumstances lead the individual to live there. That makes the society more liberalised. From that basic framework you can build up quite a liberalised framework with High political issues like rights and defence being decided at an interplanetary level and things like service provision and so on at a lower level. I've also referenced some separation of powers.
The idea is that they follow liberal International Relations doctrine with a lot of variation (so there are realists in there too, but it's all thoughtfully argued. After all, what state has citizens who agree on everything?). This means that wars will be heavily argued for and against, the rules of engagement will often be restrictive and so on.

That's great! Leaves a lot of space for developing different cultures from there.
What I'm aiming at is a fairly different form of contact, where the people of two continents met each other as equals. The Old World Eirenians are to be slightly more advanced, but it'd be interesting to think what would happen if say the people of the Americas were equally as developed as the Europeans in the 1600s.
